David is a seasoned engineering leader with over 34 years of technical, operational, and maintenance experience across Shell’s Deepwater, Manufacturing, and Projects & Technology businesses. His core expertise lies in Engineering Management and Pressure Equipment Integrity Management, with a strong focus on equipment care management, RBI program development, and strategic asset integrity programs. He brings a pragmatic and results-driven approach to solving complex technical challenges and enabling multi-disciplined teams to achieve top-quartile process safety and deferment results.

In recent years, David served as Engineering Manager for Shell Deepwater Gulf of Mexico (GOM), where he led a diverse team of over 200 engineers and maintenance specialists, providing technical assurance and equipment care across offshore assets. His leadership spanned $150MM in annual maintenance and turnaround budgets, ensuring optimal performance and reliability.

David is a recognized Subject Matter Expert in Pressure Equipment Integrity and Materials & Corrosion and served as a Shell Technical Authority and Lead Auditor for Asset Integrity Reviews in Manufacturing. His work has spanned technical studies, RBI optimization, PM reviews, and implementation of special emphasis programs—from early concept development to mature asset performance enhancement.

In addition to his technical expertise, David is a proven change agent and collaborative leader, skilled at uniting stakeholders around a common goal. He is a strong advocate of High Reliability Organization (HRO) principles and has championed these practices across Shell’s Deepwater and Manufacturing businesses. His work has consistently supported Shell-operated ventures, joint ventures, and third-party clients—balancing deep technical rigor with practical, value-driven solutions.
